About The Judicial Council

The Judicial Council in the Emirate of Dubai, Was established by Law No. (6) of 1992, as it seeks to consolidate the principles of justice, equality and the rule of law, and to contribute permanently to achieving sustainable development in the Emirate of Dubai, by providing a fair, impartial, advance and effective judiciary. The Council also aims to implement the emirate’s vision and strategic objectives related to the development of the justice sector.

The Council is responsible for the general supervision of the affairs of the judiciary system and its members in the Emirate of Dubai, where it assumes a number of competencies, the most important of which are:

  1. Formulate the general policy for the development of the affairs judiciary system and supervise its implementation.
  2. Proposing and studying draft laws and regulations related to the judicial authority and expressing an opinion on them.
  3. Supervise the affairs of the courts, the Public Prosecution and the auxiliary bodies, the proper functioning thereof and the Judicial Inspection Authority.
  4. Take the necessary measures regarding progress reports submitted to it by the courts and the Public Prosecution, as well as reports submitted to it by the Judicial Inspection Authority related to the progress of work in the courts and the Public Prosecution in relation to judicial work.
  5. Consider reports of the Judicial Inspection Authority submitted to it regarding members of the judiciary system.
  6. Consider and decide on all matters related to the affairs of members of the judiciary system, including appointment re-appointment, promotion, transfer, termination of service, retirement, applications, etc..
  7. Adopt regulations relating to the affairs of members of the Judiciary system.
  8. Consider complaints referred to it by the Judiciary bodies before members of the Judiciary Authority, and issue the necessary decisions thereon.
  9. Consider grievances submitted by members of the judiciary systems and issue the necessary decisions thereon.
  10. Lay down the foundations, rules and requirements for the appointment of members of the judiciary authority.
  11. Prepare a comprehensive report at the end of each year on the achievements, obstacles and proposals related to the affairs of the judicial authority, and submit it to the ruler.
  12. Nomination of individuals qualified for appointment as members of a Judicial Authority.
  13. Request governmental and non-governmental entities to submit any data or documents related to its competencies.
